HR software evaluation is a process that most organisations approach backwards. They take vendor demos before they've written requirements, score vendors on criteria that weren't weighted before the evaluation started, and make final decisions based on which demo went best — rather than which vendor best fits their operating context.
The result is an expensive, time-consuming process that frequently produces the wrong answer. This guide covers how to structure an HR software evaluation so the decision is driven by requirements, not by presentation quality.
Phase 1: Discovery — understand your situation before you look at vendors
The most common mistake in HR software evaluation is starting the process by looking at vendors. This locks you into a feature-comparison mindset before you've established what you actually need.
Discovery should answer four questions before any vendor is contacted:
- What are we trying to solve? Define the specific operational problems, compliance gaps, or capability limitations that are driving the evaluation. Be precise — 'we want better HR' is not a problem statement.
- What does our current state look like? Document existing systems, integrations, data quality, process maturity, and the team's digital capability. This is the baseline any new system needs to improve on.
- What are our constraints? Budget, implementation timeline, IT resource availability, and change management capacity are all constraints that should be defined before vendor conversations begin.
- What does success look like in 18 months? Define measurable outcomes — not feature lists. Reduced time-to-hire, automated monthly payroll reconciliation, manager self-service adoption above 80%. Concrete outcomes that can be tested.
Phase 2: Requirements — translate discovery into a structured brief
Requirements documentation is the step most organisations either skip or do badly. A well-structured requirements document does four things:
First, it separates must-haves from nice-to-haves. Every requirement should be tagged as a knockout condition (eliminates vendors who don't meet it), a high-weight requirement (strongly differentiates between vendors), or a low-weight requirement (matters, but doesn't drive the decision).
Second, it assigns relative weights to non-knockout requirements. Integration quality and payroll accuracy might both matter — but if your organisation has a complex multi-country payroll, payroll accuracy is worth significantly more in the evaluation than integration with a third-party analytics tool.
Third, it documents the rationale for key requirements. When the evaluation is challenged — and it will be — you need to explain why certain criteria were weighted heavily. A documented rationale is defensible. A gut feeling is not.
Fourth, it creates a consistent evaluation framework that all vendors are measured against. Without this, each vendor demo becomes a different conversation and the evaluation loses comparability.
Note: The requirements document is an internal artefact — it should not be sent to vendors in full before evaluation. Sharing your full requirements and weightings with vendors before demos allows them to tailor their presentation to your scoring criteria rather than demonstrating real capability.
Phase 3: Market filtering — reduce the market before you invite demos
Before running demos, apply a market filter to reduce the full vendor landscape to a manageable long list. For most mid-market HRMS evaluations, this means going from a market of 50+ potential vendors to a long list of 8–12 and then a shortlist of 3–5.
Market filtering criteria should include company size fit (vendors that primarily serve organisations similar in size and complexity to yours), geographic and jurisdictional coverage, deployment model compatibility (cloud-native vs legacy), implementation model (direct vs partner-led), and reference customer availability.
Apply your knockout criteria at this stage. Any vendor that cannot meet a knockout condition should be eliminated before reaching the demo phase — not during it.
Phase 4: Demos — structured evaluation, not a sales presentation
Most vendor demos are sales presentations that follow the vendor's preferred narrative. Without a structured demo script, your evaluation will be shaped by what the vendor chooses to show you — not by what you need to know.
A structured demo process requires each vendor to demonstrate specific scenarios that map to your requirements. These scenarios should be based on your actual use cases, not the vendor's model data. The onboarding workflow for a mid-month hire who joins part-time and requires right-to-work checks. The payroll reconciliation for a month with significant variable pay. The manager view of a team that spans two legal entities.
For each scenario, evaluators should score vendor performance against pre-defined criteria before the demo ends. Post-demo scoring based on memory introduces significant bias towards whichever vendor presented most recently.
- Prepare a demo script with specific scenarios before contacting vendors
- Use the same scenarios with every vendor in the shortlist
- Score each scenario immediately after it's demonstrated, not at the end
- Include at least one scenario that tests your highest-weight requirements under realistic conditions
- Ask about failure modes and limitations, not just capabilities
Phase 5: Reference checks — validate before you decide
Reference checks are frequently treated as a formality that happens after the decision has effectively been made. Done properly, they should be capable of changing the outcome.
Ask vendors for references from organisations that are similar to yours in size, industry, and functional complexity. If they can't provide references from organisations in your size band, that's significant information.
The most useful reference check questions are not about the product — they're about the implementation and the relationship: How long did the implementation actually take compared to the initial estimate? What were the major problems encountered during implementation and how were they resolved? Has the vendor's responsiveness and support quality changed since the initial contract was signed? If you were making the decision again today, would you make the same choice?
Note: Vendor-provided references are by definition positive. Ask if you can speak to references the vendor did not provide — organisations you've identified independently through your network or through public case studies. These conversations will be more candid.
Phase 6: Decision — score against requirements, then pressure-test
The final decision should be the output of the evaluation process, not a separate judgement made after it ends. Apply your weighted requirements to each vendor's evaluation score. The vendor with the highest weighted score against your specific criteria should be the leading candidate.
Before finalising, pressure-test the leading recommendation by asking: if this vendor's implementation fails to deliver in the first 12 months, what would we do? Is the contract structured in a way that protects us? Does the board-level decision narrative stand on its own merits without needing the evaluators to advocate for it?
A well-run evaluation produces a decision you can defend — not just one you feel confident about. The difference matters when the implementation gets difficult.
